Functions (in the Commonwealth Government sense) are used traditionally so that professional archivists and record managers can keep track of registry files as the functions move from agency to agency at each Machinery of Government change.

For this reason, as more user-friendly classification scheme or taxonomy would be a better choice.]]></description>
